SFI, together with Standing Orders, Constitution of Homerton University Hospital NHS Foundation Trust, Scheme of Delegation, Standards of Business Conduct, Counterfraud Policy, Raising Concerns at Work Policy and Staff Disciplinary, Appeals and Grievance Procedures make up the Trust’s Articles of Corporate Governance. The SFI are supported by a number of specific financial policies and procedure documents.
The Trust’s Standing Orders that incorporate the Constitution of Homerton University Hospital NHS Foundation Trust set out the regulation of the conduct of the Trust, its directors, governors, officers and agents in relation to all financial matters.
These Standing Financial Instructions are issued for the regulation of the conduct of the Trust’ its Directors, officer and agents in relation to all financial matters.
They explain the financial responsibilities, policies and procedures adopted by the Trust. They are designed to ensure that the Trust's financial transactions are carried out in accordance with the law and Government policy and best practice in order to achieve probity, accuracy, economy, efficiency and effectiveness in the way the Trust manages public resources. They should be used in conjunction with the Schedule of Decisions Reserved to the Board and the Scheme of Delegation adopted by the Trust.
The SFI identify financial responsibilities which apply to everyone working for the Trust. They do not provide detailed procedural advice. These instructions should therefore be read in conjunction with the detailed financial and department procedures notes. All financial procedures must be approved by the Director of Finance.
